Towards the open government ecosystem: theoretical-methodological analysis of e-participation in open government for the elaboration of public policies

the scenario of the public sector faces new opportunities for reform and adaptation, constantly being stimulated for innovation from the new lexicon of open government. But the capacity for innovation is followed by tensions and criticism about government structures and culture, and open governance participation options. Field analyzes reveal some progress, but point to the need for broader reforms in public management architecture. Roy (2014, 2016) reveal the contradictory positions in open government plans, and the symptomatic need for administrative, technological, political, cultural, and social changes in the public sector. This research approaches, analyzes and proposes alternatives for systemic openness and virtualization, prioritizing the new participatory mechanisms underlying the ethos of open government. Our studies offer models of descriptive, prescriptive and predictive analysis through a framework for evaluation and construction of the plan in open government and e-participation based on the cycle of public policies. For this level, we propose to establish the discussion about open government and e-participation, to improve analysis models through comparison and case studies. The expected result is a management tool for policy formulation 2.0 underlying the vast array of elements or dimensions that make up the decision-making process of public policies. The product is the production of a policy brief that points out the best ways for local strategies in open government and e-participation.
